Union Minister Shri Manohar Lal Launches Unified RERA Portal at 5th CAC Meeting

The 5th Meeting of the Central Advisory Council (CAC), constituted under the Real Estate (Regulation and Development) Act, 2016 (RERA), was 04.09.2025 today at Sankalp Bhawan, K.G. Marg, New Delhi.
The meeting commenced with a Welcome Address by Shri Kuldip Narayan, Joint Secretary (Housing), Ministry of Housing and Urban Affairs (MoHUA), followed by remarks from Shri Srinivas Katikithala, Secretary (HUA), who highlighted the eight-year journey of RERA implementation.
The Council was addressed by Hon’ble Union Minister for Housing & Urban Affairs, Shri Manohar Lal, and Hon’ble Minister of State for Housing & Urban Affairs, Shri Tokhan Sahu, who also guided the deliberations. The meeting was attended by RERA Chairpersons from various States/UTs, Secretaries of State Governments, representatives of Central Government departments, homebuyer representatives, and industry associations.
On this occasion, Union Minister Shri Manohar Lal launched the Unified RERA Portal (rera.mohua.gov.in), which will serve as a common platform for stakeholders, enhance transparency, and facilitate the sharing of best practices among States and Union Territories.
Speaking at the event, Shri Manohar Lal emphasized that the launch of the Unified RERA Portal is a major step towards strengthening transparency and accountability in the real estate sector. He noted that RERA has empowered homebuyers, ensured timely delivery of projects, and instilled greater discipline in the sector. The Minister urged States and Union Territories to implement RERA in letter and spirit to safeguard the interests of citizens.
Minister of State for Housing & Urban Affairs, Shri Tokhan Sahu, observed that over the past eight years, RERA has emerged as a transformative reform in the real estate sector. He stressed that the immediate priority is to ensure faster resolution of homebuyers’ grievances and the revival of stalled projects, thereby reinforcing trust between buyers and developers.
Key Discussions and Outcomes:
During the meeting, the members appreciated the progress achieved under RERA over the last eight years:
35 States/UTs have established Real Estate Regulatory Authorities.
29 States/UTs have set up Appellate Tribunals, while 27 States/UTs have appointed Adjudicating Officers.
1,51,113 projects and 1,06,545 agents are registered under RERA.
1,47,383 complaints have been disposed of by Real Estate Regulatory Authorities nationwide.
Other key issues deliberated included:
Addressing legacy stalled projects and implementing the recommendations of the Committee chaired by Shri Amitabh Kant, G20 Sherpa. The Council noted that Uttar Pradesh has already adopted these recommendations and called upon other States/UTs to do the same.
Recommending Standard Operating Processes (SoPs)Â to strengthen enforcement of RERA orders and to provide a framework for completion of stalled projects.
Suggesting measures to curb misleading advertisements and ensure stricter compliance with RERA orders.
Reviewing concerns related to delays in project registration, approvals from local authorities, withdrawal from RERA accounts post-project completion, and filing of Quarterly Progress Reports (QPRs) by promoters.
Stressing the need for uniformity in RERA implementation, faster registration, timely compliance of orders, and clarity in definitions. The Council recommended constitution of a committee at the Central level within MoHUA, with representation from all stakeholders, to align Rules and Regulations with the parent Act and to drive necessary reforms in the RERA framework.
The meeting concluded with a strong call for effective and uniform implementation of RERAÂ across the country to protect the interests of homebuyers while further strengthening transparency, accountability, and trust in the real estate sector.
